This is the second appeal in this case. After the Wyoming Oil and Gas Conservation Commission denied an application of Pan American Petroleum Corporation for a permit to drill an oil well in the Grass Creek Field, Pan American sought relief by appeal to the district court of Laramie County and from there to this - Page 576 court. We reversed because the Commission had failed to make adequate findings of fact as required by the Wyoming Administrative Procedure Act. Pan American Petroleum Corporation v.
